A new apartment community proposed by Interstate Partners could help the city of Kenosha with a large stormwater management project and a purchase of almost 41 acres for eventual redevelopment.

That’s under a new tax incremental financing district plan that is up for review in August. It hinges on the 262-apartment “Breeze Landing” development that Pewaukee developer Interstate Partners plans on the west side of 30th Avenue, south of 80th Street. The TIF district would let city officials harness the new property taxes from the private development to pay for a two public initiatives.

Included in the city’s TIF spending plan is $4 million to expand the existing Tirabassi water detention pond near the planned Breeze Terrace project. Zohrab Khaligian, city of Kenosha community development specialist, said the larger pond is needed to accept stormwater coming from an about 40-block stretch of 35th Avenue, between 40th and 80th streets.
